The Board’s primary and foremost concern is the equalization of real estate assessments. The BOE has full authority to raise, decrease, or affirm assessments as per state laws and guidelines. The BOE is independent of the City Assessor’s Office.
There are currently six members who serve up to two four-year terms and are appointed by the Circuit Court. Compensation consists of $50 per attended meeting. All members shall own an interest in real property. At least 30% of the members shall be real estate professionals.
Per State Code (under Section 58.1-3374), all members must have a day of continuing education, including a basic course of instruction given by the Dept. of Taxation (under Section 58.1-206).

The BOE shall hear appeals for 2026 real estate assessments at City Hall (Building 1) in the Conference Room #2118 from 8:30 a.m. to 4:00 p.m. on the following Thursdays beginning in August. Additional meeting dates may be added at the Chairman’s discretion. All meetings are recorded and open to the public.
